Preface

Pakistan’s potential — and the leadership it requires

Pakistan is uniquely placed: strategically located, culturally progressive and moderate, rich in human and natural resources, and the only Muslim nuclear power. Realising that potential demands ambitious targets in education, healthcare, social justice, housing, agriculture, industry, science and technology, defence, and foreign policy — guided by honest, reliable, and humble leadership.

PML (Z) is a national party that prioritises higher human values in politics. Policy success depends on developing core human values alongside institutional reform — so that Pakistan becomes a just, tolerant state and a bridge between civilizations.

Economy

Restore growth through austerity, investment, and credible institutions.

The manifesto notes growth of 5.5–6% in the 1980s fell to 3–4% in the 1990s amid instability and weak governance. PML (Z) aims to revive growth toward 6% within 2–3 years.

Governance & Political Reform

A modern Islamic democratic state with a strong parliamentary system.

  • Legislation through assemblies; stronger parliamentary committees
  • Better centre–province coordination; annual joint sessions of assemblies
  • Consultative National Security Council role
  • Realistic election expenses and monitoring
  • Leaner cabinets; public asset disclosure for representatives
  • Overseas voting rights; greater women’s representation; accountability in public offices

Healthcare

A national health policy equal to population growth and rural need.

  • Higher budget allocation; equal rural–urban facilities
  • Incentives for doctors and paramedics; mandatory service in remote areas
  • Health education in schools; media campaigns on sanitation and nutrition
  • Pilot-to-national health insurance coverage
  • Review taxes on life-saving medicines; medical universities; lower maternal & infant mortality

Austerity

Simplicity in public life and disciplined government spending.

An austerity drive across departments, with public representatives expected to model Islamic norms of simplicity — reducing waste and restoring public trust.

Justice & Citizens’ Rights

Rule of law, independent courts, and a service-oriented state.

  • Strict rule of law and respect for legality at all levels
  • Judiciary free from executive interference; justice reforms
  • Law enforcement accountable to the public interest
  • Citizen committees working with police
  • Government agencies oriented to serve, not merely to command

National Security & Foreign Policy

Security-led foreign policy with peaceful international cooperation.

Foreign policy driven by the aspirations of the Pakistani people and the country’s security requirements, with constructive engagement in the international community.

The manifesto also pledges to eradicate extremism and terrorism in all forms, while defending Pakistan as an ideological state open to knowledge and technology.

Education

Human resource development as the engine of national excellence.

Education is framed as essential to cultural renewal and the quality of human life. The manifesto pairs schooling with character formation, national human resource development, and openness to global knowledge while preserving Pakistan’s ideological foundations.

Youth & Senior Citizens

Opportunity for the young; dignity for pensioners and elders.

Dedicated manifesto chapters address youth potential and the rights of pensioners and senior citizens — ensuring intergenerational fairness in national policy.

Women’s Uplift

Greater representation and programmes for women’s advancement.

PML (Z) commits to greater women’s representation in all walks of life and dedicated uplift programmes as a standing national priority.

Employment & Labour

Jobs through labour-intensive growth and fair labour reforms.
